A WordPress theme for "local directory" sites?

Local businesses are paying hundreds of
dollars to have their sites listed on 'local
directories' that are ranked well in Google.

And I just stumbled on a WordPress theme
that allows you to build your own directory
from scratch:

...And charge restaurants in your area $197
a month to list their restaurant. (Then do
this for doctors, lawyers, body shops,
